Microsoft Acknowledges Issues with Windows 10 Extended Updates: MSMQ Functionality Affected

Microsoft has confirmed a bug in the December 2025 update (KB5071546) for Windows 10 that affects Message Queuing (MSMQ), primarily impacting businesses rather than consumer PCs. MSMQ is crucial for many enterprise applications that depend on messaging services.

After the update, users may encounter the error message: System.Messaging.MessageQueueException: Insufficient resources to perform operation. This occurs because the update altered the security configurations related to how MSMQ operates, specifically in terms of permissions for the storage location where it keeps its data.

An insider revealed that updates modified the NTFS permissions for the MSMQ storage directory located at C:WindowsSystem32MSMQstorage. Consequently, accounts that require write access to this directory may lack the necessary permissions, causing MSMQ to fail to create or write messages.

Affected users reported connectivity issues with their queues, leading to an "inactive" state. Even attempts to restart services or reinstall MSMQ have not resolved the problem. The only universal fix reported is uninstalling the problematic Microsoft update, which restores MSMQ functionality.

Microsoft is currently investigating this issue but has not provided a timeline for a fix. They have indicated that this problem is isolated to Windows 10 and does not affect Windows 11 users, making it more surprising given the limited updates for Windows 10 during its extended security support phase.

Steps to resolve MSMQ issues:

  1. Navigate to Settings > Updates & Security > Windows Update > Update history.
  2. Click on Uninstall updates to open the Control Panel.
  3. Select KB5071546 and click Uninstall.
  4. Restart your system to apply changes.
