Davuluri, who previously led the Surface team, took over Windows + Devices in 2023 after Panos Panay’s departure.
Davuluri is perceived as a more suitable leader than Panay, possessing both technical skills and a clear vision for Windows’ future. The reorganization aims to unify Windows Server with Windows Client, but it’s important to note that core components such as the kernel and virtualization remain under the Azure organization. This means Davuluri oversees more areas now, including Core OS, Data Intelligence, and Security, rather than just a fraction of it.
This shift is significant because transitioning Windows into an "Agentic OS" will require substantial technical work—a departure from Panay’s approach with Windows 11, which focused more on superficial aesthetics rather than deep system enhancements.
Moreover, Yusuf Mehdi, executive vice president and chief marketing officer, has been actively promoting these changes, frequently claiming that Microsoft has "rewritten" Windows. However, this assertion is misleading since, realistically, the restructuring is about engineering work rather than a complete overhaul of the system.
Through initiatives like the Windows Resiliency Initiative and advancements in platform-level AI capabilities, it’s clear that the focus is now on deeper, more substantial changes than what was managed under previous leadership.
